HOW TO UNLOCK THE BEST COMMANDERS IN RISE OF KINGDOMS?

The best commanders can be unlocked by hiring them in the Tavern. Silver Chest and Golden Chest are your two choices here, with the latter one providing you a chance to obtain Legendary commanders. Of course, you can purchase additional commanders (unlock premium packages), but f2p gamers don't typically go for that.
